CREATIVE ECONOMY AND CULTURAL DIVERSITY into GLOBAL MEDIA

Rosa Dalmiglio was born in Garlasco, Italy.

She is a member of the China Council Disabled People’s Performing Art Troupe (special art, culture and humanity), which touches the hearts of all people and portrays the strong willpower so encouraging to 60 million Chinese disabled persons.

Ms. Dalmiglio is Intermediary Agent of CICE, Centre International Cultural Exchange, a direct subsidiary of the Ministry of Culture, People’s Republic of China. CICE is a comprehensive institution engaged in cultural exchange programs, professional publication and presentation of cultural art works such as exhibits, receiving foreign art troupes and artists, holding international cultural research programs, and producing intercultural and interreligious documentary films.

She is a member of China Disabled Person’s Federation, CDPF. She is also a member of the International Women Federation, which is concerned with the financial ethics of women s enterprises in underdeveloped areas.

Forum organized by the Society of Chinese Culture Promotion, the Centre of Cultural Studies under the Chinese Academy of Social Sciences and the World Association on Exchanges.

Attended by various organizations and institutions from around the world, including organizations within the framework of the United Nations and other relevant international institutions.

Initiated in Shenzhen in 2007, the forum has established itself an important platform through which participants release updated information and discuss about major issues about global cultural industries and the rest of the world.

The theme for the forum this year is “global development of creative economy and cultural diversity” by five worldwide organizations, including UNCTAD, UNDP, UNESCO, WIPO and  ICT.

It is designed to express UN’s comprehensive viewpoints on current trends of global economy, which will have significant impacts on policy making at local, regional, national and international levels with analysis on the basic situations and trends of global creative economy since the global financial crisis.

The report points out that creative economy is a new development approach emerging worldwide and provides a development option for developing nations in particular Creative economy demonstrates sophisticated interactions among creativity, culture, economy and technology and great potential of generating income and increasing employment and export benefits. Meanwhile, creative economy can also promote social tolerance, cultural diversity and social development of mankind.

Creative industries have become the most dynamic sector in the world’s overall economy. Chinese Vice Minister Quyang Jian wrote the preface for this annual report. He noted that China’s cultural industries have seen rapid growth since the central government officially launched the strategy on the development of cultural industries. The Chinese Government has formulated a general plan to encourage the development of its cultural industries in order to embrace cultural prosperity in an all-round way.

China’s annual export volume of creative products has surpassed 80 billion US dollars, in particular, the export of design, new media and art products has seen the most rapid growth, application of new technology, urbanization process and upgrading of export mix.

The representative from UNDP put much value on the application of new technology in creative industry, according to sustainable economic form, creative economy relies on intangible resources like culture, creative and knowledge, instead of physical materials such as gold, land and oil . Its development space is infinite and its development patterns are collaboration-oriented, not competition-oriented. Thus he put forward four indexes to evaluate new economy, including society, economy, environment and culture, and noted that a good pattern of creative economy should achieve the balance among the pour dimensions.

The representative of WIPO stressed on the critical importance of intellectual property right to the development of creative industries. Intellectual property right is a new framework system that can assist people in effectively transforming creativity to commodity and service and considerably promoting the development of creative industries and cultural diversity.

Seven reports were released on creative industries sectors, including global digital media industry, global movie industry, Internet TV industry, global design industry, global fashion industry, outdoor sport industry and festival industry.

Mr. Li Ping. Vice President and CEO of the International Association of Multimedia Unions pointed out that  the figure for the global entertainment and media industries would reach up to 2200 billion US dollars. According to him, the game industry will demonstrate five trends of development in the future: ever-improved industries and markets, ever-increasing social benefits with worldwide involvement, ever-closer association with scientific and technological projects, seniors becoming consumers of game products and innovation highlighting wireless multimedia.

Since 2002 volume of creative products and services in China has still maintained the annual growth rate of the 14%.

The representative from UNCTAD speaker expressed her great attention given to China’s creative industries. She stressed that China is playing  an increasingly important role in the world’s creative industries, transiting from “made in China’s to created in China”.

The council member from the international Film Makers Association of India analyzed challenges facing the film industry in the internet era: copyright as barriers to new content release, increasing online piracy of film productions, limited right of film distribution, income from material carriers such as DVD reduced as a result of online marketing and decreased support of public financing for film production.  Based on the above analysis, he called for the earliest possible establishment  an effective film distribution system, with an objective to build a global environment for the film industry featuring fair competition.

The Japanese president of the International Association of Graphic Design illustrated a number of examples to show the trend of the design industry. According to her the purpose of design is to promote commercial and industrial development, in particular in Asia. But it is often neglected that design can also have impacts on society and culture. She put forward a variety of concerns, such as how to promote collaboration among designers, producers and artisans by way of brand strategy, how design activities better serve the public domain, what products should be designed to address natural disasters such as earthquakes, how we should design for the purpose of peace and more.

In the report on the international Fashion industry, the founder and CEO of the World Fashion Organization overviewed the global fashion industry can generate many employment opportunities and provide support to other industries such as transforming labor- intensive industries, in particular in countries in East Asia, Latin America and Africa.

The president of the Association of the Outdoors Sport Industry stressed that outdoor sports would be impossible without culture. Outdoors sports, such as walking mountain climbing, boating skill and hunting, are part of lifestyles and drive economic growth. In USA outdoor sports generate an annual sale volume of 730 billion US dollars.

 

CULTURAL DIVERSITY

Cultural diversity has become an increasing concern in the context of the ever-faster globalization process and rapid development of new technology and media.

In his keynote speech, the president of the international Federation on Cultural Diversity noted that adequate attention has yet to be given to the protection of cultural diversity. Many problem and difficulties have been encountered in protecting and promoting cultural diversity worldwide.

Cultural diversity is the common heritage of mankind and should be recognized for the sake of benefits and interests of both contemporary people and future generations. He highly thought of the Chinese Government’s efforts in protecting cultural diversity, by conducting nationwide surveys of cultural resources, establishing a national system for the protection of cultural heritage and promoting the protection of cultural ecology.

World Forum on Cultural Diversity was take place in Beijing since 2011. Ten founding institution to initiate this forum signed a document and included Historic Theatre, most of historic theatre building (1821-1850) preserved today, were built or restored in the Qing Dynasty and exist in guild halls, while some of them are part of ancestral temples or temples enshrining folk deities. Theatre building constitute part of the public spaces, cultural heritage of humanity.
