Sub. : Rampant corruption in Mumbai’s Traffic Police Department and turning of a blind eye to it by the CM and the administration.
Dear Sirs,
It is shocking to read in major newspapers about the Writ Petition filed in the Bombay High Court [ Sunil Bhagwantrao Toke Vs The State of Maharashtra and Ors Bombay (Criminal) WP / 4606/2016 ], a few days ago by a Head Constable in Mumbai’s Traffic Police Department (Mr Sunil B Toke, Cell No. 07738006363) against his colleagues and seniors for indulging in rampant corruption. Such blatant corruption makes a mockery of the Service Rules and the anti-corruption laws.
To add insult to injury his seniors and even the Chief Minister do not move a finger to investigate his complaints, but on the other hand he gets punishment postings, harassment and boycott by his colleagues.
Mr Prime Minister, if you recollect, you had mentioned in your speech at the Information Commission’s Convention (on the occasion of completion of 10 years of RTI Act, 2005) in Delhi that all efforts will be taken to make the administration transparent, accountable and curb corruption as per the Preamble of the RTI Act. But sadly you and your protégé (CM of Maharashtra – Mr Devendra Fadnavis) have forgotten the promise. Such an attitude by you two is severely harming the interests of the very citizens who trusted you to give them good governance and gave you the power to rule this Nation and Maharashtra State respectively.
Mr Prime Minister, do not renege on your promise to this Nation given at the victory speech in year 2014 and at other occasions. You initiate grandiose schemes to keep our country clean (Swachh Bharat Abhiyan), Demonitisation to curb black money etc. but when are you going to start a “Swachh Shaasan Abhiyan” whereby all the public servants and public representatives would have to face severe penalties for not adhering to law, for indulging in corruption and abuse of powers for selfish gains?
In order to ensure that the Petitioner – Mr Sunil B Toke gets justice and corruption is curbed in the Police force in particular and in the governance system in India in general we suggest that prompt action is taken on Mr Toke’s allegations, a deadline be given to CM – Mr Devendra Fadnavis to bring the culprits to book failing which you replace him and give the reins of our State to a more efficient and a clean Minister.
The salient features of “Swachh Shaasan Abhiyan” should be :--
Anti-Corruption Bureaus of all States would go ahead with investigations and prosecutions of Govt. servants and politicians against whom complaints have been received of disproportionate assets or who are caught taking bribes. No Govt. permission would be needed to initiate the above.
Corruption cases pending in Courts would get a speedy trial and the best of Lawyers would be recruited to prosecute the high and the mighty – whichever Party, they may belong to or whichever Corporate or senior officer may it be.
Right to information would be implemented in letter and spirit in all Depts. For this every Dept. strictly adheres to Sec. 4 of RTI Act (suo moto disclosure of Dept’s info.), public notices are given out inviting applications of posts of Information Commissioners (as per Sec. 12 (5) of the RTI Act.), for the time being no more senior bureaucrats or retired bureaucrats would be inducted as Info Commissioners as more than 90 % of the existing Commissioners are ex-bureaucrats which is causing a conflict of interest.
Take immediate steps to publicize the names of all the major and minor foreign-bank account holders and initiate steps to bring back the black money. Take all steps necessary to investigate and prosecute the citizens who had stashed black money abroad. After all, it is the corruption money otherwise why should they be stashed abroad if it was their hard-earned money.
Take citizens suggestions on the “Right to Services” Act, fine tune and implement it to make it loop-hole free so that citizens get timely services from their public servants.
The glaring loopholes existing in the Whistleblower’s Protection Act too need to be plugged and made more whistleblower friendly. At present, ironically, it is tilted in favour of the corrupt elements rather than the whistleblower.
Take all steps needed to ensure that Court cases do not drag on and on for years together. After all, justice delayed is justice denied.
Ensure that investigations and prosecution of cases involving corruption, crimes against women and children and terrorism are fast-tracked.
Ensure that Service Conduct Rules, which are applicable to all public servants, are implemented in letter and spirit.
As per 74th Constitutional Amendment, all Govt. Departments and public representatives hold periodic public meetings to seek their opinion on their functioning, redress their grievances, accept their complaints and promptly act upon them.
Frame appropriate accountability laws for our public representatives – the Corporators, the MLAs, MLCs and MPs of both houses of the Parliament. At this point of time there is no way the citizens can hold them accountable for not spending the area development funds as per citizens’ wishes, for taking wrong decisions in their respective legislative bodies or taking decisions which are not in public interest.
Ensure that every public representative hold regular periodic meetings to seek public opinion on expenditure of public funds, policies / laws to be framed etc.
Ensure that cases of abuse of power, mal-administration, incompetency and corruption in Government Departments and by our public representatives are dealt with an iron hand.
We would appreciate if you would inform us of the steps taken by you to give justice to whistleblower Policeman – Mr Sunil B Toke and curb corruption in the governance process.

Mr. Vora’s appeal to the PM and CM should be taken up seriously since one of their own colleagues from the Traffic Police has complained about the rampant corruption in the force. If the matter is not taken up at the highest level, no only the corrupt officers will be encouraged but the Head constable Mr. Toke is likely to be victimised.
The PM’s attempt to effectively curb corruption ( with the recent ‘DeMon’ ) will lose it’s meaning, if he turns a blind eye to such appeals.

I grew up in Chile, got my medical degree there, began an academic career in 1970, and left for the USA due to the military coup in early 1974. My first job in the USA was working as a public nutrition professor in the international programme of Meharry Medical College in Nashville, Tennessee.
I started to travel to Africa in 1975, and worked a year in Cameroun in 1980 helping to prepare their five-year nutrition plan. I then moved to New Orleans, to Tulane University’s School of Public Health, and taught in the department of nutrition for ten years, before moving to Nairobi where I was an advisor in the Ministry of Health. Seven years there got me into extensive consulting in Africa, often on nutritional issues. In 1995 moved to Vietnam where I worked for two and a half years in the Ministry of Health as a senior primary health care advisor.
Many years of touching the reality on the ground, in Latin America, then the USA, then Africa and Asia, has made me understand that the real challenge is in the social and political determinants of malnutrition. I have devoted my writings and teaching to that. Over the years, I have found an important shift in my colleagues’ attitude and understanding towards acknowledging the basic causes of malnutrition. But yet I see little happening as a result. I submit that it is our guild’s lack of experience in the political arena that explains this dichotomy. I devote much of my energy to bridge this gap, and am a fervent advocate of empowering claim holders to demand needed changes from duty bearers. Nutrition is a perfect port of entry for that. Equity, social justice and people’s empowerment in a human rights sense is what really will make a difference.
There is no alternative but to deal with nutrition problems as indivisibly linked to social, political and environmental problems. We need to address them as such. The question is: are we all prepared to do that? The answer, in my view, decides whether we are part of the solution or part of the problem. Travelling and living in different parts of the world has reinforced my conviction that we need to get down from our academic ivory towers, and need to change the curricula of our young and upcoming colleagues, to give them the tools to act in such a context. To me, public health nutrition cannot be anything but that.
